Senator Rosen’s Bipartisan Travel And Tourism Bill and Half a Dozen Other Key Rosen-Led Bills Passed The Senate As Part Of This Government Funding Package
WASHINGTON DC – U.S. Senator Jacky Rosen (D-NV) announced that key legislative provisions and major funding wins for Nevada have been included in the bipartisan government funding bill for Fiscal Year 2023 that passed the Senate today. Senator Rosen led requests to secure funding for critical programs that will increase access to affordable housing, support Nevada veterans, invest in wildland fire suppression, boost the Nonprofit Security Grant Program (NSGP), enhance cybersecurity, invest in clean energy, expand opportunities in STEM, and more.
This bipartisan government funding package also included several of Senator Rosen’s bipartisan bills, including legislation to strengthen the travel and tourism industry, improve cybersecurity for medical devices, address the ongoing medical provider shortage in rural and underserved communities, and expand mental health training services.

These investments are in addition to the $167.6 million in Community Project Funding for 85 Nevada programs and construction projects that Senators Rosen and Cortez Masto previously announced they secured in this legislation.
Senator Rosen’s legislative wins included in the bipartisan government funding bill passed by the Senate today:
- Senator Rosen’s bipartisan Omnibus Travel and Tourism Act, which will strengthen the U.S. travel and tourism industry by creating the brand new position of an Assistant Secretary of Commerce of Travel and Tourism position fully dedicated to coordinating tourism strategy across the federal government.
- Senator Rosen’s bipartisan Strengthening Cybersecurity for Medical Devices Act, which would require the U.S. Food and Drug Administration to review and update medical device cybersecurity guidelines and suggestions to ensure devices are protected from possible hacking and cyber attacks.
- Senator Rosen’s bipartisan Expanding Access to Mental Health Training Act, which reauthorizes and improves the Substance Abuse and Mental Health Services Administration’s Mental Health Awareness Training Grants program.
- Senator Rosen’s bipartisan Advancing Affordable Medicines for Families Act, which directs the Government Accountability Office to conduct a report on the impact that nonprofit generic drug companies would have on lowering drug costs, addressing drug shortages, and accelerating the development of new drugs.
- Senator Rosen’s Helping Kids Through Trauma Act, which expands the existing Graduate Psychology Education Program to include training to increase skill and capacity to address trauma in children.
- Provisions based on Senator Rosen’s bipartisan Improving Access to Health Care in Rural and Underserved Areas Act, which will expand access to specialist care and continuing medical education for primary care providers in rural and underserved areas through community health centers and rural health clinics.
- Provisions based on Senator Rosen’s bipartisan Strategic Planning for Emergency Medical Manufacturing Act, which will improve domestic capacity for emergency medical supplies and opportunities for companies providing such supplies.
- An amendment by Senator Rosen to require the FDA to review and update the Women’s Health Research Roadmap last updated in December 2015, and brief Congressional committees on the update.
Senator Rosen led or co-led efforts to secure the following Nevada provisions in the government funding bill that passed the U.S. Senate today:
- $27.5 million to continue implementation of the Lake Tahoe Restoration Act, which has supported the restoration of Lake Tahoe and the surrounding area for decades.
- $50 million to implement the Drought Contingency Plan in the Lower Colorado River Basin, which was authorized in the Colorado River Drought Contingency Plan Authorization Act, a bill Rosen helped introduce in 2019.
- Key military construction projects in Nevada, authorized via this year’s National Defense Authorization Act and secured by Senator Rosen:
- $97.8 million for an F-35C Maintenance Hangar at Naval Air Station Fallon
- $18 million for an Army National Guard Readiness Center in Reno.
- $7.2 million for the planning and design of a new dormitory at Nellis Air Force Base.
- ZERO funding for nuclear waste disposal at Yucca Mountain.
Senator Rosen led or co-led efforts to secure the following programmatic funding provisions in the government funding bill that passed the U.S. Senate today:
- $170 million for NeighborWorks America to address the housing crisis and lower housing costs with affordable housing assistance, a $4 million increase.
- $50 million for the HUD-Veterans Affairs Supportive Housing program (HUD-VASH), which providesaffordable housing vouchers to help homeless veterans.
- More than $6.2 billion for wildland fire management and suppression, a $729 million increase.
- $61.6 million for the Bureau of Land Management’s National Conservation Lands, a 25 percent increase,and $20 million for BLM’s cultural resources protection efforts.
- $118 million for the Department of Energy’s Geothermal Technologies Office to develop next-generation projects and enhance existing geothermal systems, an $8.5 million increase.
- $305 million for the Nonprofit Security Grant Program, an increase of $55 million compared to the previous year. The funding allocated by this program will support nonprofit organizations most at risk so that religious and community-based organizations have the resources and tools they need to protect themselves from threats and acts of terrorism.
- $6.8 million for the Cybersecurity and Education Training Assistance Program, which was established by Senator Rosen, to continue growing and strengthening the nation’s cybersecurity workforce capacity.
- $6 million for the U.S.-Israel Cybersecurity Cooperation Grant program, which was created by Senator Rosen’s bipartisan United States-Israel Cybersecurity Cooperation Enhancement Act. This is the first time this program is being funded since Rosen’s bill was convirtió en ley in 2021.
- $2 million for the National Institute of Food and Agriculture’s Women and Minorities in Science, Technology, Engineering, and Mathematics program, which supports increasing the number of women and minorities from rural areas who will pursue a postsecondary degree in STEM disciplines.
- $13 million for the Pediatric Mental Health Care Access program, a $2 million increase.
- $20 million for Junior ROTC STEM training and education, which was created by Senator Rosen’s bipartisan PROMOTES Act.
- $210 million for the National Guard Youth ChalleNGe Program, which helps high school dropouts and at-risk youth in Nevada and across the country get their lives back on track.
- $6.1 million for NOAA Regional Climate Centers, one of which is located in Reno. This represents a nearly 20% funding increase.
- $2 million for the U.S.-Israel Homeland Security Program, which supports cybersecurity research and strengthening U.S.-Israel cybersecurity cooperation.
- $1.5 million for the State Department’s Office of the Special Envoy to Monitor and Combat Anti-Semitism, which is responsible for developing and implementing policies and projects to combat global antisemitism by working closely with foreign governments, intergovernmental organizations, and civil society. This is a 50% increase from the previous year’s funding level.
- $60 million for the Distance Learning and Telemedicine grant program at the United States Department of Agriculture.
- $37 million for the USDA’s Rural Business Development Grant program, which supports the development and growth of rural small and emerging businesses.
Other key Rosen-backed provisions in the annual spending bill include:
- Extending Medicare telehealth flexibilities for an additional two years.
- Including 200 new Medicare-funded graduate medical education residency positions, and dedicates half of these to psychiatry positions, bolstering the mental health care workforce.
- $324 million for law enforcement through the Community Oriented Policing Services (COPS) Hiring Program, which will place an additional 1,800 police officers in our communities to keep us safe.
- $500 increase for Pell Grant awards, increasing the maximum available award to $7,395.
- $1.2 billion for the Federal TRIO Programs, which support students from underserved communities and disadvantaged backgrounds.
- $123 million for the construction, rehabilitation and acquisition of Job Corps Centers to support workforce training and development.
- Thebipartisan Growing Climate Solutions Act, which Senator Rosen helped introduce and which will create a certification program in the U.S. Department of Agriculture to help solve technical entry barriers to farmers and forest landowners participating in carbon credit markets.
- $500 million for the U.S.-Israel cooperative missile defense program.
